Tsutomu Shibayama là một đạo diễn phim hoạt hình Nhật Bản về điện ảnh và truyền hình. Ông được biết đến với vai trò đạo diễn loạt phim Doraemon năm 1980 và 2006. Anh sinh ra ở Asakusa, Taitō, Tokyo. Năm 2012, anh đã giành được giải thưởng Agency for Cultural Affair.
